PUBLIC NOTICE NO.2/2000                                           DATED: 23.02.2000

                         Sub: Customs-Budget 2000-2001-Speical Period Observance of Formalities in Customs matters-Reg.

            The Union Budget for the year 2000-2001 is to be presented before the parliament at 12.00 hours on 29.02.2000.  In this connection, the period from 24.2.2000 to 5.3.2000(both days inclusive) will be observed as “Special Period” for the purpose of noting Bills of Entry, Shipping Bills, granting of Entry Inward and Entry Outward. 

            The Bills of Entry and Shipping Bills should be presented in complete form for noting to the proper officer of Customs(Appraisers/Superintendent of Customs, Import/Export Department) upto 4.00 pm during these days except on 29.2.2000. In complete documents will not be accepted and shall not be noted. 

            All Bills of Entry received prior to final Entry Inwards will be deemed to have been presented for the purpose of Section 15(1) of the Customs Act, 1962 on the date of final entry granted.  The rate of duty applicable to any export goods shall be the rate in force on the date of granting the ‘Let Export’ order.  The ‘Let Export’ order will be granted by the Deputy/Assistant Commissioner’s located at Mangalore Custom House or Karwar Custom House as the case may be during the Special Period. 

            In terms of Sec.4 of the Provisional Collection of Taxes Act, 1931, the provisions of the Finance Bill will take effect from the midnight of 29.2.2000/1.3.2000.  The rate of duty and the tariff valuation is governed by Sec.15 of the Customs Act,which stiplulates that the same shall be in force on the date on which the Bill of Entry is presented or the date of entry inwards whichever is later.  For the sake of uniformity and as per the directions of the Department of Revenue, no noting of the Bill of Entry shall be made on 29.02.2000 at Mangalore Custom House/Karwar Custom House/Minor Ports.  Similarly no clearances will be allowed from any Bonded Warehouse under Section 68 of the Customs Act,on 29.02.2000.
