SUB:
SAMMAN SCHEME - 2000 FOR IMPORTERS / EXPORTERS/ CUSTOM HOUSE AGENTS –
REGARDING.
As you are aware, your role in the payments of customs duty is
significant, and is well appreciated by the department. We look forward to your cooperation for
voluntary and prompt payment of customs duty due and assistance in the efforts
made for increase in the collection of customs duty.
The department has also instituted a ‘Samman
Scheme’ of awards to two best performances in various categories of
Importers, Exporters and Custom House Agents at the Commissionerate, Zone and
All India levels, for which you are eligible. The award would be given on the basis of your
performance in enhanced payment of customs duties over last financial year, with
the last four months of the year being given a weightage of 60%.
We would appreciate your efforts towards making the
revenue drive successful and invite you to send your nominations for the award
with the requisite details of your performance through this Customs House, this
zone and All India, for the awards at these levels.
The
award is given every year.
The award scheme is enclosed.
Nominations are invited from Importers / Exporters/ Custom House Agents
for the Samman awards for the year 1999-2000.
A)
AWARDS:
AWARDS to be given and persons/firms eligible for it: -
(I)
The best
two performances among importers in the following categories:
(i)
Importers
in Public Sector/Government Department.
(ii)
Large
importers in private sector paying revenue of over Rs. 1 crore.
(iii)
Other
importers in private sector.
(II)
The best
two performances among exporters in the following categories:
(i)
Merchant
exporters
(ii)
Export
Houses
(iii)
Manufacturer
exporters
(III)
The best
two performances among the Customs clearing agents in the following
categories:
(i)
Import
and
(ii)
Export
The
awards will be given in each of these categories for the best two performances
in
(a)
Commissionerate
(b)
Zone
(c)
All
India
It is
clarified that the performance in the Commissionerate alone would be taken for
the award there, in the Commissionerates within the Zone for Zonal award and
performance in all the Commissionerates for the All India awards.
B)
CRITERION
The basic criterion for each performance would be revenue paid/value of
export, compared to the performance in the previous financial year. There would be given a
weightage of 40% for performance in the first 8 months and weightage of 60% for
the second period of 4 months. For
ease of reference, the formula for comparison is indicated below:
A1 =
Revenue collected /Volume of export during 1.4.1999 to 30.11.1999
B1 =
Revenue collected /Volume of export during 1.4.1998 to 30.11.1998
C1 =
Percentage increase of A1 over B1 = (A1/B1) x 100
A2 =
Revenue collected /Volume of export during 1.12.1999 to 31.03.2000
B2 =
Revenue collected /Volume of export during 1.12.1998 to 31.03.1999
C2 =
Percentage increase of A2 over B2 = (A2/B2) x 100

C)
FIRMS/PERSONS COVERED AND SELECTION METHOD
All
importers, exporters and Customs clearing Agents operating within the
jurisdiction would be covered. The
performance of Firms/ persons would be compared among other firms/ Persons of
the same category to determine the best two performances within the jurisdiction.
D)
PERIOD OF PERFORMANCE
The period under consideration for the purpose of the grant of awards is
1.04.99 to 31.03.2000 with 60% weightage for the period 01.12.99 to
31.03.2000.
E)
SELECTION PANEL
Selection panels will be constituted to judge the best performance at the
Commissionerate, zonal and all India levels and these will be headed by the
Commissioners, Chief Commissioner and Member, CBEC respectively.
F)
FUNCTION/CEREMONY
There will be ceremonies at all Commissionerate, Zonal and All India
levels, details of which shall be intimated in due course. The nominations may be sent , so
as to reach this office by 20.08.2000.

SUB: SAMMAN SCHEME FOR ASSESSEES AND STAFF
As in
the last year, Samman Award for Importers/Exporters and Custom House agents and
for staff for the year 1999-2000 will be given for the outstanding performance
in contribution to revenue target.
The details of the Scheme are enclosed.
So far
as Samman Scheme for Importers, Exporters Custom House Agents is concerned, the
jurisdictional Assistant Commissioners / Deputy Commissioners are requested to
immediately identify those of the Importers, Exporters, Custom House Agents Who
are eligible for the award based on their performance as per the formula.
Necessary
arrangements should also be made
(i)
To
obtain nomination of eligible candidates in the various categories and for all
levels Viz., Commissionerates, Zonal and All India.
(ii)
To
Collect and verify the statistical data and then furnish to this office.
The
Public Notice No.11/2000 dated 27.07.2000 issued in this connection may be
referred to.
For
Samman Award to Staff, the names of suitable and eligible Officers may be
furnished with relevant details to take further action.
