×¾ÖÂÖµÖ / Sub: Norms of minimum quantum of work required

to be transacted by permanent  CHA licence holders..

            

Attention of all concerned is invited to Public Notice No.41/95 Cus dated 01.05.95 of the Bangalore Commissionerate. At present, the minimum business norms laid down vide the Bangalore Commissionerate’s Public Notice No.41/95 Cus dated 01.05.95 are being observed for various purposes of Custom House Agents ‘ Licensing Regulations, 1984 (such as conversion of temporary licence in to permanent licence, issue of extention licences and renewal of licences etc.)

 

The following norms of minimum work have been fixed for the permanent CHA licence holders operating within the jurisdiction of Mangalore Customs Commissionerate in terms of regulation 12(2)(a) of Customs Agents Licensing Regulations –1984.

 

(a)              250 documents (Bill of Entry and/ or Shipping Bills and /or Baggage forms and TP) every financial year.

 

OR

 

(b)             Clearance of cargo (import and/or export) of value (CIF/FOB as the case may be) of not less than Rs.25 lakhs (Rupees Twenty five lakhs only) every financial year.

 

The above norms are in supercession of the norms specified in Public Notice No:41/95 –Cus dated 01-05-95 issued  by the Commissioner of Customs, Bangalore.

 

The above revised norms will be effective from the next financial year ie 2004-2005.In other words, for the period up to 31.03.2004 the CHA’s would be required to achieve the minimum work norms prescribed in the earlier Public Notice No:41/95 –Cus dated 01-05-95 issued  by the Commissioner of Customs, Bangalore.

 

It is also observed that there is no practice of any regular or periodical monitoring or compliance (or otherwise) by the various CHA s with these business norms. In practice, only at the time of renewal of the licence every five years, the CHA s furnish data for the previous years. In order to make the monitoring more effective it has been decided that every licensed CHA shall furnish to this office, within a month of the close of the every financial year a return in the form enclosed, which will be attested for its correctness by the CHA himself. These returns will be taken up for random verification. The return for the year 2003-2004 may be filed by 30-04-2004.
